Proposals must describe the objectives and the targets to be achieved at the completion of the training. The overall objective and the target need to be clearly expressed in a terminology that could be observed and measured.
The objective explains what the proposal is going to change or improve through the proposal implementation; and the target is simply a measure of the expected change during the life of the proposal as compared to an initial condition. It is important to include training related items including use or development of occupational standards, assessment instruments and standards; as well as number of trainees to be trained, assessed and certified.
